Request for Proposal (RFP) : Req-Makassar-0214 : Studies of options for addressing issues related to the WTP of Tellu Limpoe in Kab. Sidrap and the Biroanging Intake in Kab. Jeneponto

IUWASH Program (Indonesia Urban Water Sanitation and Hygiene) is a Urban Water, Sanitation and Hygiene program in Indonesia, for period five years, funded by the US Agency for International Development (USAID). IUWASH assist the Government of Indonesia to achieve the Millennium Development Goals through the expansion of safe access of clean water and sanitation services, especially those who have limited access to both services. To achieve this, IUWASH works with communities, local governments, civil society organizations, and service providers. IUWASH commitment is to improve the service needs of the community and increase service capacity, particularly of government to provide and supervise the quality of its services.

Expected results are: 
(a) Two million people who live in urban areas have access to safe drinking water services; 
(b) 250,000 people who live in urban areas gain access to improved sanitation; and
(c) cost of water per unit incurred by low-income people can be reduced at least 20%.

Background of Activity

One of the main obstacles faced by PDAMs and Local Government to provide water service to the community and customers is the availability and continuity of raw water supply with sufficient quantity and quality which meets the quality standard, as well as various technical and natural constraints (catastrophic) others that will affect and interfere with the process of PDAM service on an ongoing basis. PDAM facilities are increasingly vulnerable of various technical aspects and natural disasters, and the condition is exacerbated by climate change which results in a change in rainfall patterns that tends to become shorter with heavy rain (with number of rainy days decreasing) by high intensity rain (heavy rain or storms) and the dry season is getting longer and drier. 

As a result of high and heavy rainfall surface water run off will be increased that will eventually lead to the weakening of soil /slope stability that will lead to increased landslides or falling rocks, which can damage to PDAM facilities that are in the risk zone.

Purpose and Objectives

The objectives of the activity are:
1. Knowing the slope stability conditions and the level of WTP Tellu Limpoe areas and technical
recommendations to anticipate a variety of hazards and damage to the facilities.
2. Obtaining data on potential capacity of Biroanging river as water resource for PDAM Jeneponto, especially minimum flow during dry season to ensure the optimal discharge to be used as raw water by PDAM, and the number of potential customers that can be served by Biroanging river.

The purpose of the activity are:
1. As a technical basis in conducting and implementing the various measures of adaptation activities to preserve and maintain all facilities in WTP areas so the production process and water services can continue
2. Obtain assurance and technical and economic feasibility of the development plan of Biroanging
intake by PDAM Jeneponto so as to provide optimal water services and primed
