For our Indonesia Field Office in Surabaya, we are seeking a development professional, who wants to make a lasting difference for children, with a specific focus on Central and Eastern Java.

MAIN TASKS AND RESPONSIBILITIES:
The Partnerships Specialist in the Surabaya Field Office drives a sub-national public advocacy agenda to strengthen the realization of children’s rights in Central and Eastern Java through communication and strategic engagement with partners. His/her work contributes to the implementation of UNICEF’s national communication and public advocacy strategy - including through the engagement in strategic partnerships - to enhance the country’s commitment to protect and promote children’s rights and equity. He/she also provides oversight to the overall programme of the field office and manages its operations.

1. Partnerships and collaboration: Mapping of potential partners for the country office partnerships framework
  • Identify potential partners among government and non-government actors in Central and Eastern Java, including from the private sector, media, civil society and faith-based organizations, academia and youth.
  • Analyse strengths and possible contributions of individuals and organizations with regards to UNICEF’s advocacy and programme goals.
  • Establish modalities of engagement and collaboration with partners including definition of targets, timeline of engagement and means of measuring outcomes and results.
2. Strategic engagement with individuals and organizations from both the private and public sector in Central and Eastern Java.
  • Develop a strategic partnerships engagement plan in Central and Eastern Java.
  • Together with the Country Office in Jakarta, establish links and contacts to facilitate engagement of partners in Central and Eastern Java.
3. Public Advocacy: Organize events, campaigns and media outreach on a regular basis and in close collaboration with the UNICEF Country Office to promote the realization of children’s rights and equity in Central and Eastern Java, complementing related national efforts.
  • Develop dedicated communication and public advocacy plans to pursue national and sub-national advocacy and programme goals.
  • Organize workshops, events and meetings to raise awareness about children’s rights and equity as well as specific programmatic challenges.
  • In close collaboration with the Country Office engage with key sub-national media in Central and East Java to raise public awareness on children’s rights and to influence related attitudes and behaviours.
4. Programme Management: Establish a work plan with clear objectives and deliverables for the Central and Eastern Java Field Office, support the implementation and ensure planned results are timely delivered through application of technical expertise.
  • As Chief of the Field Office, lead the identification of critical intervention points and measures based on an analysis of the socio-political-economic trends in the region and their implications for UNICEF programmes at the sub-national level.
  • Coordinate the development of programme work plans in consultation with technical programme sections in the UNICEF Country Office in Jakarta, monitor compliance and provide support and guidance to the programme team in order to meet programme results. Facilitate the preparation of programme recommendations for inclusion in formal programme documentation, and new approaches, methods and practices as required by the UNICEF Country Office in Jakarta.
  • Ensure objectives and targets are timely achieved, through full coordination between activities and collaboration with implementing partners, by providing guidance and support to programme staff.
  • Monitor the overall allocation and disbursement of programme funds in the Field Office, making sure that funds are properly coordinated, monitored and liquidated.
  • Prepare relevant programme and office performance reports required for management, donors, budget reviews, programme analysis, annual reports, etc.
5. Capacity development: Provide technical support to government and NGO partners at various stages of the project implementation, monitoring and evaluation, including capacity building of government personnel and beneficiaries. 
  • Identify training needs; design and conduct training and orientation activities for government personnel and other relevant partners, for the purpose of capacity building, sustainability of programmes and projects and the expansion of coverage of services.
  • Organize staff training and development activities to upgrade the capacity of the Field Office staff with regard to competencies for technical requirements as well as for the development, implementation and management of the respective programme areas.
6. Monitoring and evaluation of the implementation progress for adjustment, acceleration and improvement of programme delivery and sustainability.
  • Systems are established to regularly monitor the effectiveness of UNICEF’s partnerships engagement, and outreach activities are regularly adapted accordingly.
  • Undertake field visits to monitor programme implementation and participate in periodic programme reviews with government counterparts and other partners.
  • Identify necessary action for programme adjustments.
7. Knowledge Management for Programmes: Documentation of results and lessons learned from partnerships engagement, public advocacy and programme implementation.
  • Ensure documentation of results and lessons learned from pilots and other programme activities through a variety of communication products tailored to specific audiences.
  • Facilitate production of web stories, photos and videos and other communication products on the roll-out and engagement of partners in the Coalition for Children.
  • Organize dissemination of knowledge management and communication products to specific audiences for documentation and advocacy purposes.
8. Effective management of Surabaya Field Office applying UNICEF systems and in compliance with the organisation’s policies and guidelines. 

PROFILE OF THE IDEAL CANDIDATE:
  • Advanced university degree*) in International Relations, Development Studies, Social Sciences, Public Administration, Social Policy, Journalism, Communication, Public Relations, or other relevant disciplines.
  • At least five (5) years of professional work experience in the relevant field
  • Background in Emergency programme is an asset.
  • Experience in UN and/ or other international development organization is an asset.
  • Fluency in English and Bahasa Indonesia (oral and written) is required.
*) First level university degree may be considered if combined with a minimum of 8 years of professional work experience in the above field.
