Short Term Consulting Position: Trade Expert on NTMs (Trainer/Researcher)

The Canada-Indonesia Trade and Private Sector Assistance Project is seeking a trade expert to provide training on non-tariff measures (NTMs) to a government department and help the staff of that department produce a research report on NTMs that hinder Indonesian exports to Canada.

In particular, the project is seeking a trade expert with particular knowledge of NTMs and their impact on trade flows to train staff from a government department on the following topics:

1) The classification of NTMs according to the WTO nomenclature
2) The rules and regulations governing NTMs as espoused by the WTO
3) Typical bilateral arrangements that aim to mitigate the impact of NTMs
4) Estimates of the importance of NTMs in restricting international trade, with examples drawn from the Canadian experience

The expert is expected to design a 3 day training course covering the above topics, including course materials, which would be delivered to approximately 15 staff from a government department in Jakarta Indonesia.

In addition, the expert is expected to reinforce this training by mentoring 2-3 staff from the government department to produce a research report that would map the NTMs that are most important in preventing Indonesian exports to Canada and suggest possible negotiating positions for the Indonesian government to lower the Canadian NTMs. The focus on Canada reflects the ultimate objective of the TPSA project which is to increase exports from Indonesia to Canada and investment from Canada to Indonesia. The expert is expected to help design the outline of the research report, and work with the 2-3 selected staff on the methodology inherent in the report. In addition, the expert is expected to provide guidance to the staff as they write the report, provide comments to drafts of the report and insure the high quality of the final version of the report.

Academic qualifications and experience should be appropriate for the task and demonstrated in the CV provided.
