International Organization for Migration (IOM) Indonesia is looking for an Operations Assistant
according to the terms of reference below:
I. POSITION INFORMATION

Position title: Operations Assistant
Position grade: General Service Staff / G-4
Base Salary: IDR 9,461,250,- per month
Duty station: Yogyakarta
Type & duration of Contract: One Year Fixed Term Contract (the first three months shall be considered as probation period)
Reporting directly to: National Head of Sub-Office
Overall supervision by: RCA Programme Coordinator (Central Region)
Preferred starting date: As soon as possible

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and
works closely with governmental, intergovernmental and non-governmental partners. IOM is
dedicated to promoting humane and orderly migration for the benefit of all.
Under direct supervision of the National Head of Sub-Office, and the overall supervision of the RCA
Programme Coordinator (Central Region), the incumbent will be responsible for Care and
maintenance of Irregular Migrants (IMs), providing field assistance with interceptions, movements,
and other relevant project activities. In most instances, it is expected these activities will fall under
the Service Areas of Care, Maintenance, and Assisted Voluntary Return for irregular migrants.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Provide ad-hoc support to local authority in areas related to identification and handling IMs.
2. Responsible for the care and maintenance of IMs under IOM auspices in his/her area of
responsibility and in strict compliance of the agreed IOM Operational Guidelines.
3. Monitor Irregular Migrants activities at Yogya Community accommodation and Unaccompanied
Minor (UAM) shelter at DINSOS hence advice the authorities concerned on humane and fair
treatment of migrants.
4. Coordinate and liaise with local authorities on Irregular Migrants activities in area of
responsibility. Liaise and coordinate with relevant IDC officers on any concerns of IMs on food,
accommodation, relocation etc.
5. Provide induction briefing (what is allowed, what is not allowed, and other useful information) to
new migrants under IOM care at Yogya Community Accommodation and DINSOS shelter in a
language that the migrants understand.
6. Ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a
timely and efficient manner. Basic services to be accommodation facilities, basic personal
supplies and toiletries, security and medical assistance, including psycho-social counselling.
7. Distribute basic supplies to IM’s on agreed schedule hence provide regular reports Visit Irregular
Migrants regularly and undertake activities as indicated in the visit activity / work plan prepared
in coordination with supervisor.
8. Provide counselling to Irregular Migrants on their option to continued stay in Indonesia or
Voluntary return to country of origin.
9. Prepare and submit reports of the visit conducted to the Supervisor
10. Coordinate with the Medical and Mental Health teams to ensure that all Irregular Migrants are
provided adequate and appropriate medical services, including psychosocial counselling.
11. Identify hotels/accommodation and coordinate with Hotel/accommodation owners and relevant
hotel staffs to ensure that accommodation for Irregular Migrants are within the agreed standard.
12. Mediate between Irregular Migrants and hotel owners in cases of dispute and ensure that issues
are properly settled.
13. Review and ensure that payments for hotels, other service providers and local authorities are
correct and necessary.
14. Provide field/airport assistance for AVR, Resettlements, Local Movements, and Returnees of VoT
and ensure all movements are performed with required procedures.
15. Coordinate, liaise and maintain relationship with Australian airport liaison officer and the
Immigration authorities on any problems encountered during the resettlement
16. Prepare all financial, logistical, and documentations needed for AVR, Resettlements, Local
Movements, and VoT Returnees movements
17. Escort IM’s on the movement as required and ensure that specific duties as escort are carried out
efficiently and effectively. Close coordination with operations officer is necessary for this task
18. Perform any other duties as may be assigned.

Technical
a) Knowledge in assisting emergency operations activities;
b) Proven ability and experience in liaising with UN, Government Departments/Authorities and
other international organizations;
V. EDUCATION AND EXPERIENCE
a) Indonesian National with good knowledge of, and experience in project implementation
and operational.
b) Diploma Degree in management, Economics, Political, social science, or business and
counselling. A university degree in any of these fields will be highly regarded.
c) At least four years of experience in any of these fields, particularly in dealing with migrants
and trainings.
d) Have ability to manage workload within general schedule of work, instructions and standard
practices.
e) Strong liaison and networking skills and experience with state and non-state actors.
f) Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain
effective working relations with people of different national and cultural backgrounds
g) Proficient in computer applications
VI. LANGUAGES
Language: Thorough knowledge of English and Bahasa Indonesia, both oral and written
