International Organization for Migration (IOM) Indonesia is looking for a Project Assistant
(Field Facilitator) according to the terms of reference below:

I. POSITION INFORMATION
Reference No :VN/ID10/2015/048
Position title: Project Assistant (Field Facilitator)
Position grade: General Service Staff / G4
Base Salary: IDR 9,461,250,per month
Duty station: Batam
Type & duration of Contract: Special Short Term Contract for six months (The first three
months shall be considered as probation period), with the possibility of extension. The
tenure of contract of internal candidate holding a Fixed Term/Regular contract will remain
unchanged.
Reporting directly to: National Project Coordinator (NPC)
Overall supervision by: Chief of Mission
Preferred starting date: 01 July 2015
Closing date: 18 June 2015


II. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and nongovernmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Under the direct supervision of the National Project Coordinator and the overall supervision of the Chief of Mission, the incumbent will be responsible to provide technical and administrative support for the implementation of IOM Indonesia’s Counter-trafficking project, “Mapping and Preventing Human Trafficking in Indonesia”.

III. RESPONSIBILITIES AND ACCOUNTABILITIES


  • Provide assistance in the implementation of following project components: (i) TIP assessment of Batam City including mapping government services and resources for victim assistance; (ii) Development of Batam City level multi annual PoAs and annual budget; (iii) Advocacy dialogue with local parliaments in view of mobilizing political supports on the issue of TIP and endorsement of the PoAs and budget developed by the local ATTFs; (iv) Implementing the prevention activities in Batam City.
  • Under the direct supervision of the NPC, assist with the day to day operational coordination and implementation of the above mentioned project components in accordance to the contractual terms of the projects.
  • For the TIP assessments of target districts, the incumbent’s specific tasks will be: Liaise with the Consultant contracted to provide any additional information and documentation to the consultant in developing the assessment report during the field visit in Batam;
  • For the Development of districts level multi annual PoAs and annual budget, the incumbent’s specific task will be: providing technical support to the development of draft multiannual PoAs; Assist in facilitating a set of five working group meetings (WGM) in Batam City and provide drafting support for the PoA; ensure period followup liaison with the local ATTFs on the drafting process of the PoA and annual budget.
  • For the Advocacy Dialogue with Parliamentarians, the incumbent’s specific tasks will be: actively coordinate and direct consultation with members of local Parliamentary Committees on People Welfare and Parliamentary Budgetary Boards through a set of roundtable discussion involving also the participation of nonstate actors.
  • Assist the NPC with additional crosscutting project implementation tasks, as follows: 
    • Liaise with local government agencies and relevant other nonstate actors to meet program objectives;
    • Ensure that all administrative and logistics arrangements for all project activities are carried out efficiently and effectively and that requests for payment due to service providers and local suppliers are accurate and necessary.
    • Provide inputs to the progress narrative reports to be submitted to the donor, and any other reports and information materials as requested by the NPC.
    • Undertake representational duties in project related functions (workshops, seminars, coordination meetings, etc.) on behalf of NPC, as required. Draft minutes of any meetings or event attended.
    • Ensure meeting minutes and monitoring reports are filed, and that all project files are maintained and kept up-to-date.
    • Undertake in country duty travel related to project implementation, monitoring, assessment and problem solving, as requested.
    • Provide clerical assistance (drafting letters of correspondence, etc.) as necessary.
    • Provide translation and interpretation services as required.
  • Perform such other duties as may be assigned.

V. EDUCATION , QUALIFICATIONS AND EXPERIENCE
  • Indonesian National with good knowledge of, and experience in project implementation and operational.
  • Diploma Degree in preferably in social sciences or economics.
  • At least four years’ experience in development and field work. 
  • Strong research and analytical skills.
  • Good knowledge and understanding of the labour migration and human trafficking context in Indonesia.
  • Strong liaison and networking skills with state and nonstate actors including with the local Parliamentarians members.
  • Demonstrated ability to work in a multicultural, multiethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.
  • Able to manage workload within general schedule of work, instructions and standard practices. 
  • Able to work with minimum supervision and maintain composure under pressure. 
  • Team player and willing to travel to monitor project activities 
  • Proficiency in Microsoft Office tools.
VI. LANGUAGESLanguage: Thorough knowledge of English and Bahasa Indonesia, both oral and written
