The work involves strengthening and deepening the bilateral education, training and research relationship between Indonesia and Australia through government to government engagement, research and institutional linkages, fostering skills development and policy engagement in schools education.
At post we work with key Indonesian ministries to build on our bilateral relationship through a variety of ways including scholarships, student mobility, qualifications recognition and quality assurance. We also work with Australian and Indonesian institutions (schools, vocational training providers, universities and learned academies) to enable long-term partnerships and collaborations to increase knowledge and understanding between both countries.

The senior policy officer assists the counsellor and deputy director in providing analysis and input to whole of government policy development which includes advice on education reforms, transnational education and research collaborations. The position is also responsible for providing secretariat services to high level meetings such as the Joint Working Group, coordinating VIP visits (ministers, senior government executives) and arranging events (conferences, workshops, seminars). The position also assists the counsellor and deputy director in general financial management for the Jakarta office.

The key responsibilities of the position include:
- Assist the counsellor and deputy director in providing policy advice on education, training and research (including science) to strengthen the bilateral relationship.
- Arrange high level meetings with key stakeholders including Indonesian Government ministries, tertiary education institutions, research organisations, schools and industry partners.
- Provide accurate analysis and updates of education, training and research issues in Indonesia, through regular analysis of developments within government and the broader education community.
- Assist Australian and Indonesian institutions in developing linkages in education, training and research.
- Prepare project financial estimates, maintain financial reports and monitor expenditure.
Qualifications/Experience
Knowledge and skills
- Knowledge of government education, training and research issues in Indonesia and Australia.
- Range of skills to support the department’s goals including: sound research abilities, some analysis skills, team skills and project management skills.
- A high level of communication and interpersonal skills to maintain and improve the relationship with key stakeholders.
- Ability to adapt to varying interpersonal styles and norms across cultures and modify own behaviour to accommodate situations and/or individuals.
- Operational knowledge and skills in finance field.
- An understanding of workplace diversity and workplace health and safety principles.
Representation
- The senior policy officer may be required to represent the department at meetings and functions.
- The officer will also be expected to accompany high level delegations and tertiary institution representatives to provide cross-cultural advice and language interpretation as needed.
The Selection Criteria
- Very well-developed oral and written skills, including a high standard of spoken English and Bahasa Indonesia.
- Excellent interpersonal communication skills, including highly effective liaison, coordination, team work and negotiation skills.
- Demonstrated research, reporting and policy analysis skills.
- Demonstrated ability to manage competing priorities under pressure, exercise initiative and take responsibility for achieving business objectives.
- Knowledge of the Australian and Indonesian education, training and research systems and policies.
- Knowledge of, and experience in, financial management practices in a small office.
Eligibility/Other Requirements
- Suitable tertiary education qualifications are desirable.
- Working experience with international institutions is desirable.
