Head of Corporate Services - British Embassy Jakarta

The British Embassy in Jakarta is part of a world-wide network of 230 posts, representing British political, defence, economic, trade, and consular interests around the world. 

The Corporate Services Manager is a leadership role in the embassy with strategic responsibility for ensuring finance and HR policy and practice in Indonesia is in line with best practice guidance set in London as well as compliant with local legal requirements. To ensure the network is able to attract, recruit and retain whilst providing a robust structure underpinning the workforce. 

To work with senior management to prepare and implement change programmes and identify areas for improvement, whether financially driven or otherwise. 

To partner front-line managers within the Embassy/Consulate General in their management of resources and the implementation of corporate policy to ensure that audit requirements are met. 


Main duties and responsibilities
  • Financial Management: To oversee the circa £1.2million FCO budget for the Indonesia Network consisting of the Embassy in Jakarta and Consulate General in Bali. To keep the Indonesia Budget Committee informed of progress and produce monthly accounts reports. To manage the relationship with our HR & Finance Hubs and Global Transaction Processing Centre in Manila, which handles all of our transactional finance and HR work. To prepare financial returns for both Manila and when required the FCO in London. To develop the network’s income generation programme.
  • Human Resources Management: To manage regular reviews of Locally Engaged staff terms and conditions, including pay reviews, recruitment and induction processes, and update in line with FCO guidance and local labour law. To act as a business partner to line managers, supporting, advising and coaching them on implementation of HR policy and encouraging best practice in the management and development of staff. To work with the Deputy Head of Mission, Learning & Development Committee, Appraisal Committee and Section Heads to drive up performance management standards.
  • Corporate Leadership and Change Management: To work closely with senior management to prepare for and implement change programmes such as the implementation of the FCO’s One Global Workforce initiative to set global minimum terms and conditions, Local Staff Operating Model, Regionalisation programmes, standard pay methodology across the FCO’s missions overseas. To participate in Corporate Committees to ensure that they support the FCO corporate agenda, reflect best practice and guidance, and meet any budgetary responsibilities
  • Team Leadership: To oversee the IT and Corporate Entertainment Teams and officers dealing with logistics, protocol, procurement, local labour law, payroll and estates development issues. The Corporate Services Team has 18 members split between the Embassy in Jakarta and the Consulate General in Bali. 
  • Stakeholder Management: To provide up to date and comprehensive guidance and communicate changes in guidance to ensure staff have the tools they need in order to do their jobs. Manage relationship with the Facilities Management Unit and the local provider.  Crisis Logistics: As Crisis Logistics Team Lead, to ensure the Logistics Team is drilled and prepared to support other teams where needed.
Key requirements for the role 

Essential 
  •  Minimum 5 years of strong management experience working for an Embassy, Foreign Service or multinational organisation, preferably with direct involvement in HR or Finance policy and implementation. 
  • An open attitude to working as part of an international team, operating effectively across both national and organisational cultures, and motivation for working in the public sector supporting the priorities of the British Government. 
  • The ability to use their own judgement to solve problems effectively where guidance may be ambiguous, seeking input from policy holders where necessary. 
  • The ability to lead and manage staff and stakeholders through change, managing expectations and competing priorities, and communicating constructively about change. 
  • An understanding of Government resources and the need to deliver value for money whilst acting within regulatory controls. 
  • The ability to assess and interpret financial data and report to a variety of stakeholders. 
  • Strong computer skills in Microsoft Office, especially Excel. 
  • Excellent written and spoken English 

Desirable 

  • Spoken conversational Bahasa Indonesian 
  • Professional experience and/or professional qualification in Management, Finance or Human Resources 
  • Project management qualification 
  • Experience in Oracle based systems
  • Knowledge of local labour law.

 IDR 33, 764, 999 per month
