Under the overall supervision of the Director of UNESCO Office, Jakarta, and direct supervision of the Senior Programme Specialist (SPS) for Water and Environmental Sciences, and working closely with the UNESCO Jakarta office as a team, the incumbent shall be responsible for assisting the planning, formulation and implementation of projects related to Reinforcing Post‐Disaster Recovery as well as other UNESCO’s programmes in Water, Sustainability Science, Disaster Risk Reduction, Climate Change, Education and Culture in the Philippines, in particular through the Japanese and Malaysian Funds‐in‐Trust programmes implemented by UNESCO Office, Jakarta.

  1. Ensure efficient coordination and implementation of UNESCO’s projects, activities and initiatives in the Philippines. This will include identification of needs, planning, identification of partners, development of Terms of Reference, preparation of contracts, monitoring and reporting.
  2. Provide technical and logistic support in the management and implementation of UNESCO’s projects, including undertaking assessments and field missions, assisting in the preparation and organization of project activities such as technical meetings, workshops and training;
  3. Provide oversight of all administrative matters related to the implementation of the UNESCO’s projects, and ensure that all operations under the projects such as contracts, reporting and financial disbursements are in line with UNESCO’s administrative rules and regulations;
  4. Develop and maintain positive partnerships and working relationships with key stakeholders of UNESCO in the Philippines. This will include but not limited to UNESCO National Commission for the Philippines (UNACOM), government agencies, donors, UN agencies, research institutions, non‐governmental organization, private sectors, and local communities;
  5. Assist the Director of UNESCO Jakarta in developing ideas that will raise the profile of UNESCO’s activities including publications, speeches, promotional material, media interviews, trainings, and presentations at meetings;
  6. Compile and analyze on a regular basis field data, information, policies and studies regarding UNESCO’s programmes and related topics with as goal to support the implementation of existing and development of new projects, activities and initiatives; Contribute to the mobilization of extra‐budgetary funding for new programmes and projects.
  7. Serve as a focal point for UNESCO Jakarta, by reporting and circulating information to the Director and other relevant colleagues at UNESCO Jakarta on the latest development in the Philippines related to UNESCO’s programmes. Liaise with colleagues of relevant units in UNESCO Office, Jakarta as well as Bangkok and HQ for the implementation of activities and to ensure full coordination.
  8. Attend meetings, events and briefings representing UNESCO Office Jakarta (Philippine UNDAF Working Group, Donor groups related to UNESCO concerns, National Commission, project steering committees, etc.).
  9. Carry out other official duties as requested by the Director of UNESCO Office, Jakarta.
REQUIRED QUALIFICATIONS
EDUCATION
Master degree in social science, environment policy and/or development or other relevant fields.
WORK EXPERIENCE

  • At least 10 years of relevant practical experience in the disciplines across the natural and social sciences, or other relevant sustainable development field;
  • Extensive experience in project development and management on disaster and sustainable development issues, preferably within the UN System;
  • Strong management, analytical and inter‐personal skills; Able to work independently as well as team member;
  • UN experiences, either as a consultant or staff, a plus.
Technical requirements:
  • Good knowledge on disaster risk reduction, environmental policy, and sustainable development;
  • Creativity in addressing disaster, environment and sustainable development challenges, and able to express ideas in concept notes, formal proposals, discussions, and public presentation.
LANGUAGES REQUIREMENTS

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Filipino is required;
  • Able to express ideas in concept notes, formal proposals, discussions, and public presentation in clear and concise manner. 
Working hours and work schedule

  • Mondays to Fridays, 40 hours per week;
  • Based in Manila, Philippines.
