Summary of Position
IREX seeks a Performance Monitoring and Evaluation Expert for an anticipated USAID-funded Indonesia Sustainable Higher Education Research Alliances (SHERA) Program. The primary objective of SHERA is to increase the capacity of university faculty, staff, Ph.D. students, and post-
docs at targeted Higher Education Institutions to develop world class research skills. A related objective is to strengthen the institutional environment that enables and encourages research. An expected outcome of this initiative is that an increased number of Indonesian HEIs will take part in joint research collaborations with U.S. entities in science and technology. The PME will be responsible for ensuring robust performance monitoring and evaluation that supports the achievement of the SHERA program objectives.

Summary of Responsibilities: 
  • Responsible for ensuring that the Contractor and subcontractors develop and employ effective performance management plans and work plans 
  • Take the lead in identifying partnership implementation challenges and opportunities and develop effective ways to address such challenges and engage such opportunities 
  • Develop and manage a monitoring and evaluation system across all program components, including review of indicators and development of monitoring activities that capture necessary data to report on results, ensure monitoring activities are conducted on schedule 
  • Communicate information obtained through M&E activities to IREX staff, various external stakeholders, notably donors and partners 
  • Be a primary M&E resource to the field office and field personnel; liaise regularly with IREX’s M&E team in headquarters 
  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed 
  • Produce M&E monthly, quarterly, semi-annual and annual reports to Chief of Party and donors, as needed 
Skills and Qualifications: 
  • 7 or more years of experience monitoring and evaluating development assistance programs, developing and implementing work plans and PMPs, assisting contractors in performance improvement, and writing assessments, lessons learned, and best practice guides in support of improved program implementation and design 
  • 5 or more years’ experience monitoring and evaluating higher education programs 
  • 3 or more years’ experience monitoring and evaluating development assistance programs in Asia, particularly Indonesia 
  • An advanced degree in monitoring and evaluation is preferred but not required 
  • Basic proficiency in Bahasa Indonesia desired, professional proficiency preferred; and ability to communicate professionally and provide written reporting in English required 
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages 
  • Experience designing and managing beneficiary monitoring and database systems 
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans 
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies 
  • Experience in planning and managing surveys and developing and refining data collection tools 
  • Experience with data quality assessments and oversight 
  • Experience managing and providing ongoing training to M&E field officers 
  • Ability to facilitate and serve as a project liaison for externally-managed evaluations
