Overview of Rare
Rare is a U.S.-based conservation organization, working globally to equip people in the world’s most threatened natural areas with the tools and motivation they need to care for their natural resources. For the last 30 years, at more than 200 sites and in more than 50 nations, Rare has addressed the underlying social and economic factors that create environmental threats. Rare’s approach has been to develop marketing and business development tools that motivate local communities to protect their natural surroundings. Rare’s signature Pride campaign builds grassroots support for environmental protection by training local conservation leaders in the use of commercial marketing tactics to build awareness, influence attitudes, and enable meaningful change. Rare has more than twenty years of experience in building local Pride for biodiversity conservation and has trained over 200 locally-based conservationists.

Since 2010, Rare’s work has successfully supported over 20 marine protected area (MPA) partners in Indonesia to implement comprehensive fisheries management systems. Through global initiative, Fish Forever, Rare focuses on engaging local communities to promote maximal benefit to communities’ livelihoods and conservation of biodiversity.

Position Overview

The Manager, Learning and Capacity Building will play a key role in implementation of Fish Forever program. Working under the supervision of the Director of Training and Program Strategies, he/she, will lead capacity development initiatives and knowledge transfer to run community-based social marketing campaigns; facilitate discussion for policy adoption at site/district level; support Rare alumni and new sites in adopting Fish Forever; and assist in documenting progress from sites/districts level for national policy adoption. The position requires site travel for up 30% of the time.

Essential Functions
The Manager, Learning and Capacity Building will exercise independent judgment regarding the following areas of significance:

Facilitate Capacity Development
  • Design and implement capacity development program that may include training, workshops or seminars for targeted audience (at the district, provincial or national level); 
  • Actively oversee teaching logistics, class management and lead 5-10% sessions during university training phases; 
  • Constantly improve and update training materials and tools and promote cross-site learning and network building; 
  • Assess training/workshop/seminar quality through compiling participants’ feedback; 
  • Manage the curriculum customization process including tracking milestones progress, compiling information and organizing content; 
  • Regularly participate in cohort team meetings and any discussions set up by the leadership team in Bogor; and 
  • Support cohort team meetings with partners in the field. 
Support Adoption of Fish Forever Program with alumni and at new sites
  • Convert lessons from cohort, prototype and alumni sites into modules to design of FF implementation in alumni or new sites; 
  • Through collaboration with other teams, advance the capacity of alumni and equip them with skills and knowledge necessary to implement FF; and 
  • Track progress of alumni follow-up activities and compile bright spots from alumni sites.
Document Lesson Learned for Scaling
  • Document lessons learned from the field activities; 
  • In collaboration with the Director, Policy and the Director, Training and Program Strategies translate the lessons learned into a policy advocacy plan; and 
  • Provide input for the development of scale strategies. 
Required Experience and Education 
  • A minimum of 5 years of experience in conservation project planning and design, proposal writing, knowledge management systems and project management; 
  • At least 3 years of work experience in community development, capacity building, institutional learning and development; 
  • Strong passion in facilitating meetings, capacity building, learning and providing coaching and mentoring; 
  • Demonstrated understanding of marine conservation, environment and/or biodiversity issues especially those related to community engagement and community based conservation, and social marketing is preferable; 
  • Ability to work independently and in a team as well as having a positive attitude towards completing tasks and priorities; 
  • People oriented approach to management and demonstrable skills in conflict negotiation, facilitation and adult-learning training; 
  • Detailed oriented work style; 
  • Fluency in English and Bahasa Indonesia language skills – both written and oral; 
  • Experience in using MS Office suite, databases, graphics and willing to learn multimedia software; and 
  • Bachelor’s degree in a relevant field required; Master’s degree highly preferred.
