Operations and Finance Manager - Jakarta

  • Facilitate and ensure high quality programme start-up and closeout, and planning and oversee the establishment and implementation of all operations and finance procedures for the programme
  • Work with the Project Management Team to develop and update the overall programme work plan and ensure that operations activities are comprehensively tracked and shared amongst relevant team members and partners
  • Oversee the finances, forecast and manage the budget for programme activities

Programme Overview

The main objective of the programme is the establishment of a Programme Management Unit that will provide targeted technical assistance to the Government of Indonesia (GoI) at the national, sub-national and district levels to support its efforts to cut carbon emissions through reducing deforestation rates and improving land-use management, whilst also supporting its attainment of economic growth objectives through a low-carbon pathway.

Purpose of Role

The Operations and Finance Manager will be responsible for all financial, operational, logistical, procurement, human resources, IT, and accounting processes of the programme. The position will also require the oversight of a flexible fund management process. The position will report to the Deputy Team Leader and will be based in GRM International’s office in Jakarta, Indonesia.

Minimum education and experience required
  • Advanced degree with a concentration in management, finance/accounting or other relevant field
  • 10 years’ previous experience in finance/grants and/or operations/project management
  • Experience in development contexts and especially in Indonesia
  • Proven track record in senior management positions with a focus on operations and financial/grants management
  • Knowledge of accounting and financial reporting (understanding of DFID financial rules and regulations is desirable)
  • Experience in facilitating grants across a range of stakeholders and in supporting grantees to ensure compliance with grant processes
  • Relevant experience in sustainable forestry or palm oil sector would be an advantage
  • Ability to operate in complex situations and willingness to travel to target provinces
  • Strong personal qualities, including integrity, commitment to excellence, equality, openness, inclusiveness, collegiality and solving problems even in very difficult situations
  • Highly effective communication and high level of proficiency in written and spoken English and Bahasa Indonesia
