Deputy Resident Director and Development Studies Program Coordinator - Yogyakarta

A position has become available within the Yogyakarta office of The Australian Consortium for ‘In-­Country’ Indonesian Studies (ACICIS) for a Deputy Resident Director for ACICIS’ Indonesia programs. Working with ACICIS’ Resident Director, this staff member will play a key role in supporting the day-­to­‐day running of ACICIS’ operations in Indonesia, across all programs, at a senior level. The Deputy Resident Director will also be principally responsible for managing ACICIS’ Development Studies semester and practicum programs, as ACICIS’ Development Studies Coordinator. As such, the ideal candidate will have a postgraduate degree (from a recognised Indonesian or Australian tertiary instituition, with demonstrated program management and leadership experience in one or more of the following fields: Development Studies, Education, Gender, Disaster Risk Reduction (DRR), International Relations, Global Studies, or Corporate Social Responsibility.

About the Australian Consortium for ‘In-­‐Country’ Indonesian Studies (ACICIS)

The Australian Consortium for ‘In-­‐Country’ Indonesian Studies (ACICIS) is an innovative, non-­‐profit, national educational consortium that was established in 1994 to develop and coordinate high-­‐quality, semester-­‐long study programs at Indonesian partner universities for Australian university students. Today ACICIS offers twelve study options in Indonesia and is also open to non-­‐Australians and private individuals. ACICIS currently has 22 Australian members and two European member universities and is coordinated by a small secretariat based at Murdoch University, Perth, and an Indonesian office in Yogyakarta. In Jakarta, ACICIS manages a small, operational office for its Jakarta programs.

ACICIS’ Development Studies Programs
ACICIS coordinates two programs for students interested in Development Studies: the semester-­‐long, Development Studies Immersion Program (DSIP), offered through Gadjah Mada University (UGM) Yogyakarta; and the The Development Studies Professional Practicum (DSPP) offered through Atma Jaya Catholic University, Jakarta. Aimed at non-­‐Indonesian language students from the Development Studies disciplines, these programs are designed to build on students’ academic knowledge through a period of language learning and academic lectures on development; followed by either an industry placement in Jakarta’s develoment sector (DSPP), or an eight-­‐week village placement as part of UGM’s Community services Program (DSIP). The DSIP program runs twice each year, between February – June and August – December at UGM, Yogyakarta; while the DSPP runs for six weeks between January and February each year at Atma Jaya Catholic University in Jakarta.

Position Summary

Title: Deputy Resident Director and Development Studies Coordinator

Reports to: ACICIS’ Resident Director (RD)

Supervision duties: Two direct reports (one Program Assistant in the Yogyakarta office and one Program Assistant in the Jakarta office)

Position Description

The Deputy Resident Director (and Development Studies Coordinator) serves as ACICIS’ principal ‘2nd In Charge’ (2IC) to the Resident Director. As such, the DRD will undertake duties across ACICIS’ program locations in Yogyakarta, Jakarta, Bandung, Bogor and Malang, assisting with program management and staff supervision in those locations. As Development Studies Coordinator, the Deputy Resident Director also serves as the primary point of contact for ACICIS’ Development Studies programs in Yogyakarta and Jakarta, and is responsible for the management and maintenance of those programs. The position is offered as a full-­‐time, fixed-­‐term contract (one year with the possibility of extension) and reports directly to the ACICIS Resident Director (RD).

Core responsibilities of the Deputy Resident Director (DRD)

Duties to be performed by the DRD include, but are not limited to:
  • Working with the RD, Yogyakarta Office Manager and Secretariat Manager in the planning and implementation of all ACICIS Indonesia programs;
  • Assisting the RD with the recruitment and management of local staff as required for ACICIS’ Indonesia programs;
  • Serving as the Acting Resident Director in the RD’s absence by representing ACICIS at functions, meetings with visiting Australian contact persons, and other meetings as required;
  • Working with the RD to develop and compile an ongoing Standard Operating Procedure (SOP) manual for ACICIS’ Indonesia-­‐based staff, and implementing ongoing training workshops as required;
  • Developing internal Monitoring and Evaluation (M&E) processes for ACICIS’ Indonesian programs, and training staff in the M&E cycle;
  • Actively monitoring security issues in Jakarta, Bandung, Malang and Bogor and keeping the RD and Consortium Director informed of any significant developments that could adversely affect student safety. Managing ACICIS’ in-­‐country emergency responses as a first point of contact in the RD’s absence, or assisting in a capacity as a 2IC;
  • Assisting students in routine and/or emergency medical or security procedures, and updating ACICIS’ Risk Management Guidelines as required;
  • Assisting the RD with other tasks as they arise.
Additionally, the Deputy Resident Director is also responsible for the following duties as Development Studies Coordinator:
  • Serving as the primary point of contact for ACICIS’ Development Studies Immersion Program (DSIP) and Development Studies Professional Practicum Program (DSPP), as Program Officer for both roles;
  • Serving as the primary liaison with both UGM and Atma Jaya universities for the DSIP and DSPP respectively, and maintaining sound relationships with key partners at these institutions;
  • Counselling students on matters of adjustment to Indonesian life, including attention to physical adjustment, Indonesian norms of behaviour and expectations regarding dress and workplace behaviour during their programs;
  • Carrying out a series of monitoring visits to student village placement sites and Host Organisations throughout the DSIP and DSPP programs respectively;
  • Actively mentoring all students on matters pertaining to their work and study and their general understanding of Indonesia and the development industry, and advising on appropriate workplace and village conduct in Indonesia;
  • Supervising and assessing each student’s 2,000-­‐word thematic research paper, providing guidance on the selection and structure of topics, and offering industry­‐specific mentoring on the paper throughout the program, and its assessment following the program.
  • Conducting end of program evaluation sessions with participants and Program Assistants regarding each program, and offering this information as feedback into the ongoing development and improvement of ACICIS’ DSIP and DSPP programs.
Selection Criteria

Essential:
  • Postgraduate (Masters or above) degree from a recognised Indonesian or Australian instituition in International Relations, Global Studies, Business, Journalism, Development Studies, Education, Cultural Diplomacy or a related discipline;
  • Minimum 2 years’ experience in program management and/ or managing cross-­‐cultural teams, and a demonstrated ability to take initiative in program design, implementation and evaluation;
  • Minimum 3 years’ experience working in the international development sector, preferably in Indonesia, and a demonstrated understanding of contemporary development industry issues in Indonesia, and key NGO, government and multilateral development stakeholders’ roles in the sector;
  • Demonstrated understanding of current theoretical issues in development, and a willingness to mentor students in these issues;
  • Demonstrated ability to work independently and as part of a team to achieve results;
  • Excellent time management skills with an ability to manage competing demands and priorities;
  • Experience in managing program budgets and training junor staff in financial management;
  • Experience in mentoring international students and/ or in providing pastoral care and support in cross-­‐cultural situations;
  • Excellent understanding of the Microsoft Office Suite and online platforms (including social media, browsers and applications) to promote the organisation, and an ability to train junior staff in this area as required;
  • Excellent networking skills and an ability to represent ACICIS at media, Australian embassy and other related program events; and
  • An ability to communicate with influence and manage external partner relations, in both Indonesian and English (to a natve or near-­‐native fluency).
Desirable:
  • Fundraising/sponsorship experience in the not-­‐for-­‐profit sector, and a proven track record of successful pitches to private sector and government donors;
  • Experience in Mentoring and Evaluation (M&E) and running M&E training;
  • Basic knowledge of database skills, preferably Microsoft Access skills.
  • Remuneration and Period of Employment
This position is offered on a full-­‐time (37.5 hours per week), fixed term period for one year. This position is open to Indonesian nationals (WNI) only and will be remunerated at a rate commensurate with the applicant’s skills and experience.
