MEAL (Monitoring Evaluation Accountability and Learning) Officer – S2S

ROLE PURPOSE:
Save the Children Indonesia through the Skills to Succeed (S2S) helps to address the need for skills that open doors to employment and economic opportunities for at-risk youth ages 16-24 in Indonesia. Our unique livelihoods approach identifies and serves the most marginalized youth and creates job linkages through local market assessment, local private sector partnership and dynamic training approach, which combines life skills, market relevant skills, and financial literacy topics. In order to address the skills gap and societal barriers faced by unemployed youth, SC will directly reach over 30,000 youth in Indonesia in the provinces of Bandung and Lampung in the period 2015-2018 in order to secure a job or start/improve their business. This will be achieved by testing and implementing an eLearning methodology, combined with our classroom approach, to strengthen employability skills through a variety of channels. SC will implement an ICT-enabled database management system to improve data collection and conduct major research to better understand the impact of various interventions.
The three main program components are:
- Train and support youth at scale.
- Learn by building evidence base through ICT and research.
- Build partnerships for sustainability.
Purpose of the role of MEAL Officer is to lead on implementation of Skills to Succeed MEAL activities in Lampung, in close collaboration with Youth Employment Manager and the programme team. The post will technically report to the Senior MEAL Officer based in Bandung.
Reports to: Senior Program Officer (SPO) Skills to Succeed in Lampung and technically to the Senior MEAL Officer based in Bandung
Dimensions:
- The role of the MEAL officer is to ensure quality implementation of MEAL framework for Skills to Succeed project in Lampung, in line with global project requirements and guidance from the Senior MEAL Officer.
- Ensure that all information on project activities in Lampung are collected, recorded and updated periodically through MEAL tools and serve as a basis for analysis against KPI achievements.
- Provide clear technical MEAL support, direction and guidelines to other team members and partners in Lampung.
- MEAL Officer will work in close collaboration with Senior MEAL Officer, as well as Save the Children US Skills to Succeed Technical Team, and Indonesia National MEAL Specialist.
- All the partnerships with individuals, institutions, civil society, youth and communities are developed and maintained with mutual respect each and focused on the best interests of children.
- Team work with the project staff, as well as other teams runs effectively and smoothly.
KEY AREAS OF ACCOUNTABILITY:
- MEAL Officer will be responsible for Monitoring, Evaluation, Accountability & Learning of Skills to Succeed Project in Lampung, in line with the MEAL plan, key Skills to Succeed indicators and project targets and objectives.
- The position will collaborate with the global Skills to Succeed team in development and piloting of the online centralized database management solution and mobile data (digital and SMS) data collection.
- The position will ensure the quality of data inputs into S2S MEAL database in Lampung, and undertake regular field visits to validate data, conduct data cleaning activities, provide trainings for field facilitators on data collection, etc.
- Responsible for data input and establishment of filing system.
- He/she will contribute to the implementation of baseline, mid-term, endline evaluation designs in Lampung, and collaborate on supervision of MEAL related consultancies in Lampung, in collaboration with other team members.
- The position will support other team members in implementation of research methodologies in Lampung as planned within the project (Labour Market Assessment and others).
- S/he will assess and build the capacities as necessary of local NGO and other partners on data collection methodologies within the overall MEAL framework.
- Establishment of accountability mechanisms for project, including possible online mechanisms for youth.
- Support Senior Project Officer and Program Manager through data collection and analysis for reporting and communication with donor.
- Provide inputs into Save the Children’s annual planning and reporting processes.
- Conduct other duties as assigned by line manager, and engage in humanitarian response if needed.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in relevant field.
- Proven knowledge of primary data collection and analysis, data quality assessments, and data validation.
- Proven ITC skills with advanced expertise of Microsoft Excel, Word Excel and PowerPoint.
- Advanced knowledge of data and information sharing through automated retrieval and delivery mechanisms.
- Proven experience in establishment of accountability mechanisms.
- Excellent interpersonal skills and demonstrated ability to lead team work as well as to develop and maintain strong relationships project staffs and beneficiaries.
- Experience in working with most deprived and at risk youth.
- Demonstrated ability to engage youth through social media.
- Ability to perform and prioritize multiple tasks.
- Strong analytical and writing skills.
- At least 5 years work experience with non-governmental organizations, and experience in implementing M&E for education or youth programs.
- Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation.
- Ability to design system and application requirements based on users output requirements.
- Excellent written, verbal and presentation communication skills in English and Bahasa Indonesia.
- Current Save the Children employees must serve for a minimum of one year in their current job before applying for a new position.
