COCOA LIFE MEAL (Monitoring Evaluation Accountability and Learning) OFFICER
1 position, based in South Sulawesi
ROLE PROPOSE:
Mondelēz International and Save the Children share a concern for the well-being of children and families in the cocoa-producing areas of Indonesia, and we are partnering in supporting a project through the Mondelēz Cocoa Life program in Lampung and South Sulawesi. The goal of the Cocoa Life program is to empower cocoa farmers and their families, with an emphasis on youth and women, in order to improve their well-being and promote sustainable cocoa farming in the South Sulawesi and Lampung provinces. It will address outcomes in the areas of community development, livelihoods, youth and environment. The significant impacts our partnership can make in the lives of children, youth, women and farmers, as outlined below:
- Farmers’ income is more stable and sustainable,
- Village agriculture is developed, especially in cocoa farming,
- Families in cocoa communities achieve increased well-being in terms of basic needs,
- Youth have the analytical skills needed to better understand the value of cocoa farming and have the skills and support needed to make this a viable livelihood,
- Women are empowered to become active in village society, particularly in decision-making, thereby contributing to village development to support cocoa farming,
- Vulnerable children in cocoa farming communities are prevented from participating in exploitative labor,
- Families and communities are more resilient to shocks, including natural disasters, and contribute to environmental issue including conservation of forest through community campaign,
- Cocoa communities and local governments are better connected and support is delivered.
This post will support Cocoa Life Project Manager on the Monitoring, Evaluation, Accountability and Learning (MEAL) activities of the Cocoa Life Program.
SCOPE OF ROLE:
Reports to: Cocoa Life Project Manager
Dimensions:
The CLMEO will manage monitoring, evaluation, accountability and learning activities of Cocoa Life Program for children, youth, women and farmers groups and other relevant stakeholders in Lampung and South Sulawesi respectively. S/he will accomplish all MEAL activities and at a high quality, in a timely manner and at a high quality; complete all project communications in a timely and accurate manner; coordinate with other staff and local partners. S/he will support data and information for Cocoa Life Project Manager in meetings with and reporting to Member, Donor, supply chain partners, local partners and key stakeholders. The position will require travel to field locations. CLMEO will be based in Lampung and responsible to all MEAL activities in Lampung. S/he will also supervise MEAL Assistant that will responsible of MEAL Activities in South Sulawesi.

- MEAL Assistant, South Sulawesi base.
KEY AREAS OF ACCOUNTABILITY:
Management of Project Implementation and Quality
- In close coordination with Project Manager as well as National Monitoring and Evaluation Specialist, develop research, M&E plan and strategy according to all project indicators that are required by the donor and SCI.
- Together with Senior Program Officers and Program Officers to develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project monitoring and evaluation implementation.
- Ensure the routine data collection accordingly, as well as work on the report.
- Ensure close collaboration with stakeholders in the implementation of monitoring and evaluation of project activities including establishing and developing. strong and effective relationships with key district government officials and non-governmental stakeholders.
- Closely monitor the implementation of the project work-plan by other staff are appropriately implemented and meet the needs of project target documents requirements.
- Produce regular progress reports highlighting achievements against plans, challenges to implementation and recommendations for the component performance improvement and monthly report summary.
- Ensure timely submission of monthly, quarterly and annual activity, monitoring reports in accordance with Program M&E framework, donor requirements and SCI requirements.
- Develop and Manage monitoring and evaluation data base of Projects in South Sulawesi and Lampung where is the project implementing in that areas.
- Develop and maintain the digital mapping and information of the projects in South Sulawesi and Lampung.
- Ensure that there is excellent communication and cooperation within the team and between all the Project in South Sulawesi and Lampung.
- Design feedback mechanism system for the project and manage all the feedback from beneficiaries and stakeholder.
- Work with Project Manager to design learning session.
- Provide input for best practices and case study.
- Complete any other duties as assigned by line manager.
Child Safeguarding
- Contribute to the overall implementation of Child Safeguarding Policy (CSP) within CO including ensure CSP integration in all project activities including for target beneficiaries.
Emergency Response Management
- Coordinate the response to any prioritized emergency in Indonesia.
QUALIFICATIONS & EXPERIENCES:
- Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries.
- Ability to perform and prioritize multiple tasks.
- Strong analytical and writing skills.
- Bachelors University Degree or equivalent in a relevant field.
- At least 5 years work experience with non-government organizations, at least some experience in managing M&E for development project (preferably from Agriculture or livelihood project).
- Knowledge of project cycle management and showing excellent skills in methods of monitoring and evaluation systems.
- Excellent written, verbal and presentation communication skills in English and Bahasa Indonesia.
- Ability to work fast, effectively and independently in often high pressure environments, working across a number of teams to deliver high communications output.
- Proven experience in research and monitoring and evaluation and documentation of all relevant data and information both quantitative and qualitative regarding the project activities.
- Computer literacy skills in particularly related to M&E tools such as SPSS and knowledge in other database program would be an advantage.
- Experience in working in multicultural environment.
