PROJECT MANAGER - Soe, NTT

Due to Promoting Green Skills for Youth Economic Empowerment Project, Plan Indonesia is looking for dynamic staff to be based in Timor Island for the position:

PROJECT MANAGER

This three years project will work in Soe and Kefa to increase the capacities of rural youth, especially young women in applying Green Skills for Economic Empowerment

JOB SUMMARY:
To support the design, planning and implementation of the Promoting Green Skills for Youth Economic Empowerment Project in Soe and Kefa in Nusa Tenggara Timur, manage partnership, and ensure proper documentation and reporting to the donor

Dimensions of Role:
  • The Project manager will report to : Youth Economic Empowerment (YEE) National Project Manager
  • The Project Manager will work full time .
  • The position will support the design, planning and implementation of the project
  • The position will manage partnership, and ensure proper documentation and reporting to the donor
Key Responsibilities

Program Planning
  • Support the planning and design of project implementation strategy, logframe and budget with clear milestones, and get these approved by the donor
  • Develop and submit a consolidated annual work plan on the basis of the area project specific plans. 
  • Communicate with CO YEE team, Climate Change Adaptation (CCA) program and donor on program planning and budget 
Program implementation inline with the project design and planning
  • Coordinate program implementation with YEE National Project Manager and Team as well as DRR /CCA technical officer
  • Linkage PU’s and area specific programs with overall program design
  • Monitor, Coordinate, and Supervise partners and related stake holders for provision of technical support services and research
  • Develop and coordinate scaling up strategies
Communication, Monitoring and Reporting
  • Conduct Monitoring to program implementation in Soe and Kefa, and facilitate discussion and coordination between all
  • YEE partner institution and relevant CCA partners and Plan Program Unit office in the field.
  • Maintain communication with YEE National Project Manager and team and as required with DRR/CCA specialist on program planning and Implementation
  • Monitor program progress (outcomes and results) and expenditure
Prepare progress reports for internal Plan use to YEE National Project Manager
  • Contribute to newsletters, periodicals and other publications by Plan Indonesia, Plan International and outside
  • Communicate about the program with outside parties
Networks and Learning
  • Establish external networks in order to strengthen the implementation of YEE program, to exchange experiences and to scale up program implementation
  • Seek innovation and put in place improved learning practices within and outside the program
Knowledge, Skills, Behaviours, and Experience Required:
Education: Bachelor Degree (S1) in environmental related fields including agriculture, natural resource management, climate change adaptation water management, forestry management, land management, sustainable rural development

Knowledge and Skill:
  • Good understanding and knowledge in technical vocational and education training program,
  • Standard competency based in training program, life skills training and knowledge of gender issue,
  • Good understanding on youth employment issues ,
  • Strong in strategic planning and evaluating skills,
  • Strong analytical skills,
  • Good command of oral and written communications in Bahasa and English including writing the report,
  • Good communication, facilitation and negotiation skill
Attitude: High integrity, loyal, show leadership and participatory, commitment to community development,commitment to area of expertise

Experience:
  • At least 5 (five) years project management experience preferably in green skills, climate change, agriculture or rural development with international NGO’s or UN.
  • Experience in representational roles
  • Experience in promoting and developing learning in the area of expertise
  • Demonstrated experience working with local governments
  • Financial and budgeting skills;
  • Ability to deploy at short notice;
  • Excellent communication skills (verbal and written); strong negotiation and facilitation skills;
  • Ability to work to tight deadlines, under pressure and to multi-task;
  • Ability to work in insecure and difficult environments
  • Understand well on program cycle: planning, implementing, monitoring and evaluating development projects
  • Commitment to child rights and CCCD implementation
