CM ECCD Project Manager - Kupang

Due to organizational Community Manage Early Child Care And Development Project structure, Plan Indonesia is looking for a dynamic Indonesian national to fill the position of:
CM ECCD PROJECT MANAGER ( Kupang Based )

Responsibilities:
Key Result Area (KRA) 1:  Project Planning
Indicator for success:
Planning and design of project implementation strategy, log frame and budget with clear milestones. Develop implementation and monitoring plan based on approved project design and within agreed timeline.Seeks for potential partners/consultants and conduct partnership assessment. Prepare any partnership agreements. Review relevant PU project plans and develop consolidated annual work plan and program budget.Ensure project data incorporated into SAP in a timely and accurate manner.
KRA 2: Project implementation in-line with the project design and planning
Indicators for success:
Coordinate detail program implementation with PUMs and 4 PUs technical staff. Ensure consistency and coherence of project activities with overall project design. Implement province and national level activities. Build and maintain partnership relations with stakeholders of the project and possibly other resource in each level.Ensure that project partners implement Plan’s policy and procedures related to child protection and prevention of fraud.
KRA 3: Monitoring, Documentation and Evaluation
Indicators for success:
Monitor and track project activities, outputs, targets, and key success indicators. Visit sites regularly at least every quarter and write visit report that covers progress and next action to improve implementation quality.  Monitor and track monthly project spending and anticipate possibility of under or overspending project fund.Prepare on-time aggregate financial and narrative progress reports (monthly, quarterly, and annual) as required by donors.         Clearly and carefully document successes, failures and best practices at each stage of the project.Prepare and coordinate the baseline, evaluation and other study of the project according to project requirements with PME section.
KRA 4: Networks and Learning
Indicators for success:
Establish and maintain external networks in order to strengthen the implementation of the project, to exchange experiences and to scale up project implementation.Organize the exchange of experience between PUs/other project implementers and ensure capacity building of Project Team including PUMs taking in place.Seek innovation and put in place improved learning practices within and outside the project scope. Ensure the dissemination of documentation of best practices.
Requirements:
Education: Bachelor degree preferably with master degree in social science/related field
Knowledge and Skill: Planning, implementing, monitoring and evaluating development projectsGood leadership and project managementGood networking with government organization, non government organization and others relevant institutionGood interpersonal skill and team workGood adaptation and familiar and sensitive to local culture and customUnderstand about human rights and child rightsGood facilitation skillGood knowledge of government policies in areaGood English skill both in oral and written communicationGood computer skill
