Child Right Governance Program Manager - Bandung

Save the Children is an international NGO and the world’s top independent charity for children in need. In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 200 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response. Save the Children in Indonesia is seeking to fill the following position:

CHILD RIGHT GOVERNANCE PROGRAM MANAGER
1 position, based in Bandung-West Java
Code : CRG-WJ

Role purpose:
The CRG Program Manager will lead all activities of the Strengthened Civil Society & Inclusive and Empowered Youth (CREATIVE) Project and Integrated Child Centre-Corporate Social Responsibility (JUARA) Project in West Java Province. This will include ensuring all program activities are implemented according to plan and at a high-level of quality; all reporting and planning is completed; all communications are completed in a timely and accurate manner; coordination with key external stakeholders; all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children and Donors policies, regulations, and good practices. S/he will also actively participate on the Extended Senior Management Team (ESMT) and systematically share project knowledge within Save the Children in Indonesia

Reports to: Senior West Java Manager
Staff directly reporting to this post: Approximately 6, full organizational chart to be determined.

Dimensions: Save the Children is implementing several child protection, education, maternal and child health in West Java. The CRG Program Manager will be in charge of planning and all programmatic, administrative, communications, and financial management for the Strengthened Civil Society & Inclusive and Empowered Youth (CREATIVE) Project and Integrated Child Centre- Corporate Social Responsibility (JUARA) Project.

KEY AREAS OF ACCOUNTABILITY:
Oversight and Management of Program Implementation and Quality
  • Responsible for overall coordination of the CREATIVE and JUARA Project implementation and working closely with Senior West Java Manager and Senior Manager PDQ for delivery of high quality programming in line with the objectives of Strengthened Civil Society & Inclusive and Empowered Youth Project and Integrated Child Centre- Corporate Social Responsibility (JUARA) Project annual plans.
  • Manage relationship and subgrants with implementing partners, ensuring proper capacity assessment, capacity building plans and partners’ project implementation plans are in place, and contribute to the overall achievement of relevant projects.
  • Lead the process of developing CREATIVE and JUARA Project annual plans and reports in close collaboration with Senior West Java Manager and Senior Manager PDQ.
  • Ensure CREATIVE and JUARA Projects adherence to good programming guidelines including implementation of international good practices.
  • Ensure close collaboration with the key stakeholders including establishing and developing strong and effective relationships the retail and hospitality business associations at the provincial level and the Indonesian Chamber of Commerce at national and sub national level, as well as UNICEF and the Global Compact. 
  • Ensure that programs are implemented in ways that are responsive to key stakeholders in particular the children and communities where we work, and have a high level of acceptance by all stakeholders.
  • Ensure appropriate monitoring and evaluation is in place for CREATIVE and JUARA projects.
  • Together with Senior West Java Manager, coordinate external technical assistance visits from SC Jakarta-based and international staff.
  • Working closely with Youth (EYE/S2S) Program Manager and other related Program Managers to ensure Save the Children gain substantial momentum to advance youth employment.
Financial and Administrative Management
  • Together with Senior West Java Manager and the finance unit develop annual CREATIVE and JUARA Project budgets.
  • Support any implementing partners to develop their annual project plans and budgets.
  • Ensure the effective and efficient use of resources.
  • Regularly monitor budget versus actual expenditures, make analysis and opinion on BvA, and proactively propose any modifications to expenditure plans and projections.
  • Ensure the application of appropriate controls for resources including accurate tracking of all expenditures, including with implementing partners.
  • Coordinate with the finance unit to produce accurate and timely financial reports.
  • Oversee appropriate logistics management including procurement, fleet management, and provision of goods and materials to communities.
  • Ensure adequate security controls are in place in accordance to the West Java Province security plan.
Emergency Response Management
Work with Humanitarian Manager to strengthen the Indonesia CO organizational readiness to respond to emergencies in Bandung, Garut and Sukabumi and surrounding districts, in line with global SCI emergency policies. This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.

Staff Management, Mentorship, and Development – Program Implementation
  • Ensure appropriate staffing within the CREATIVE and JUARA project including that staff members have appropriate qualifications.
  • Together with Senior West Java Manager; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Manage the performance of all staff in CREATIVE and JUARA project implementation areas through:
  • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching, mentoring and other developmental opportunities;
  • Recognition and rewards for outstanding performance;
  • Promoting opportunities for exchanges with other Save the Children in Indonesia programs;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvement workplans 
As an alternative member of the Extended Senior Management Team, contribute to:
  • The overall management of Indonesia Country Office.
  • The development of an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children.
  • Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including CO financial management, communications, advocacy, and human resources.
  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
  • Share good practices and lessons learned from CREATIVE and JUARA projects with other programs and operations staff.

QUALIFICATIONS & EXPERIENCES:
  • Minimum of five years of management experience in a contractor, corporate, or NGO environment preferably in West Java, including significant field implementation experience.
  • Solid experience in core business CSR and working with the private sector including thorough understanding of UN Guiding Principles on Business and Human Rights and other CSR frameworks.
  • Networking capacity with business associations, corporate partners and government agencies.
  • A deep understanding of education , health and sanitation child protection issues that relates to youth and children in workplace, in market place and in community and environment, and disaster risk reduction current conditions in Indonesia. 
  • Management experience in CC-CSR or Civil Society Strengthening of Youth Empowerment or Inclusive project is preferred.
  • At least Bachelor Degree in education or social sciences. Masters Degree is an advantaged.
  • Solid project management skills related to international development project with a proven history of delivering results.
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
  • Substantial experience and knowledge of effective financial and budgetary control.
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in speaking & writing in English.
  • Willingness to be stationed in Bandung, West Java with frequent trips to Garut and Sukabumi.
  • Commitment to and understanding of Save the Children’s aims, values and principles.
