UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
Under the support of UNDP, the Ministry of Environment and Forestry and 8 big manufacturing companies signed Memorandum of Agreements to produce non-HCFC AC and refrigeration. 5 of them have installed their production machines in 2014 and 3 will follow in Q1 of 2015. As of 1 January 2015, Minister of Industry released a Decree No.41/M-Ind/Per/5/2014 concerning the Prohibition of HCFC in Indonesia and Minister of Trade released a Decree No.55/M-Dag/Per/9/2014 to regulate the import of goods containing banned refrigerants. These regulations are to ensure the reduction and phase-out of process of HCFCs in industries of AC manufacturing, freezer thermoware, refrigeration trucks and integral skin and goods import consuming HCFC-based.
Under the overall guidance of the Head of Environment, the Technical Officer ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.
The Technical Officer works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs as required for resolving complex issues and exchange of information.
Under the supervision of the Cluster Manager and working closely with relevant National Project Directors and Project Managers, the Technical Officer supports the Cluster Manager/ Head of Unit in the development and management of the UNDP Ozone Layer Protection programme portfolio. The main role of the Officer is to provide key guidance to project managers and other relevant stakeholders, support new partnerships with development partners and the private sector to strengthen the Ozone Layer Protection programme, while also assisting the Cluster Manager in managing the Ozone Layer Protection programme by providing project assurance and technical assistance to projects when required as well as conducting overall monitoring and other relevant operational functions.
The technical officer will supervise some relevant project teams and work in close collaboration with programme and operations units in the CO, technical advisors, experts, Government officials, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.

Summary of Key Functions:
1. Support to the Cluster Manager in providing strategic inputs for the design and implementation of programmes/ projects. 2. Support to the management of the project/programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio. 3. Support to the Cluster Manager in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority projects. 4. Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization. 1. Support the Cluster Manager in providing strategic inputs for the design and implementation of programmes/ projects. In consultation with the Cluster Manager, the technical Officer is expected to 1.1. Provide inputs and strategic recommendations for the development of relevant programme/project proposals in line with UNDP’s Country Programme and support to Ozone Layer Protection area. 1.2. Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners. 1.3. Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project/ programme documents in line with UNDP’s procedures. 1.4. Assist in conducting analyses of the programme/ project portfolio to assess its effectiveness in contributing to the intended outcomes, and develop strategies to address identified weaknesses. 1.5. In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation. 1.6. Support the implementation of capacity development strategies to enhance the quality and impact of programmes/projects under his/her supervision.
2. Support to the management of the project/ programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio
2.1. Provide support to the effective management of large and strategic national and regional programmes and projects. 2.2. Ensure effective application of RBM tools and project/programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. This includes technical support to the financial and substantive monitoring and evaluation of the projects using quarterly monitoring reports (QMRs) and Internal Project Assurance Reports (IPAR) as delegated by Cluster Manager 2.3. In collaboration with the project management units, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services. 2.4. Support Cluster Manager in monitoring Ozone Layer Protection programme and projects to ensure they are progressing according to plan, and assist project authorities to problem-solve and implement corrective measures. 2.5. Support Cluster Manager in overseeing all stages of project management, including initiation of the project, presentation of the project to the Project Appraisal Committee, entering project data into UNDP’s Enterprise Resource Planning system (Atlas), finalization of donor contribution agreements, coordination of project and budget revisions, and closure of projects based on corporate procedures. 2.6. Ensure proper follow up on audit recommendations. 2.7. Assist in the preparation of project reports for donors.
3. Assist the Cluster Manager in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority projects
3.1. Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio. 3.2. Provision of support in strengthening cooperation with key stakeholders Support the communication of the Ozone Layer Protection programme/projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector. 3.3. Facilitate information sharing and dialogue within the donor community
4. Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization:
4.1. Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice. 4.2. Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio. 4.3. Prepare briefs, talking points, and other documents as required by UNDP Headquarters, UN agencies and other stakeholders. 4.4. Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the Ozone Layer Protection area. 4.5. Conduct training programme for project staff as necessary on UNDP operational/ project policies and procedures.
Impact of Results
The work of the Technical Officer will have a major impact on the quality of Ozone Layer Protection programme and project management, and will contribute to the effective and efficient achievement of UNDP’s intended outcomes. The effective support to the development, execution of new projects, monitoring of the portfolio, preparation of high quality reports, maintenance of partnerships, and effective mobilization of resources will aid UNDP’s efforts to demonstrate its value add to the government and other major stakeholders. The incumbent will contribute to UNDP’s strategic positioning and interventions to address Ozone Layer Protection challenges in Indonesia as well as to integrating Ozone Layer Protection programme in the broader UNDP Country Office Programme. Results are also expected to serve as important inputs to UNDP’s work on Ozone Layer Protection programme at the regional and global level. | |
